According to MOFCOM Announcement No.18 of 2014 on "Final Ruling on Anti-dumping Investigation against Imports of pulp Originating in US, Canada and Brazil" on Apr 4, 2014, the anti-dumping duty to the three subject countries took effect on Apr 6, 2014, lasting five years. In accordance with anti-dumping regulations, the duty shall never be levied theoretically since Apr 6, 2019 without new requirement for review.
Apr 6-7 are not working days and according to the investigation of some customs brokers, the customs will no longer levy anti-dumping duty since Apr 8, 2019, which means that the anti-dumping duty on imported pulp has completely terminated. However, the 5% tariff will still be imposed on US pulp due to Sino-US trade war.
